TDCJ Initiates Lockdown Measures to Counter Rising Violence and Contraband in Prisons

In a resolute response to mounting concerns over the surge in dangerous contraband and drug-related inmate homicides, the Texas Department of Criminal Justice (TDCJ) is taking decisive action.

Over the past half-decade, the influx of illicit narcotics into the prison system has seen a significant uptick, directly imperiling the safety of both inmates and staff. This year alone, TDCJ has witnessed 16 inmate-on-inmate homicides, with a prevailing belief that a considerable number of these incidents are inextricably linked to the proliferation of illegal drugs, according to a recent press release. 

In light of these alarming developments, the agency has enacted an immediate lockdown and an exhaustive search of all correctional facilities under its jurisdiction.

TDCJ Executive Director Bryan Collier emphasized the gravity of the situation, stating, "These incidents have heightened concerns regarding the safety and security of inmates, staff, and the public. A lockdown is a necessary response to confront the root causes of this crisis, enhance security measures, and ensure the well-being of all individuals within our agency. We are committed to locating and confiscating the narcotics while also collaborating with the Office of Inspector General and external law enforcement agencies to dismantle the networks responsible for smuggling drugs into our facilities."

In its fight against this contraband challenge, TDCJ is enacting several measures aimed at detecting and preventing the entry of dangerous contraband into its facilities:

Systemwide Lockdown: Each facility will curtail inmate movement and restrict their interactions with external individuals. Rigorous searches of both inmates and staff will be conducted to intercept and seize contraband.

Digital Mail: TDCJ is finalizing the rollout of a digital mail program. Effective September 6, 2023, inmate mail will be directed to the digital mail center, where it will be scanned and uploaded to tablets. This initiative aims to halt the influx of paper soaked in substances such as K2 or methamphetamines through traditional mail. Tiplines: TDCJ is establishing dedicated tiplines for inmates, staff, and families to report any suspicious activities or information related to contraband.

Increased K9 Searches and Advanced Technology: Additional resources, including specialized search teams and narcotic dogs, will be deployed to units, and staff will undergo enhanced search procedures to bolster contraband detection efforts.

Comprehensive Searches: Every person entering TDCJ facilities at all locations will be subjected to comprehensive searches.

Heightened Drug Testing: An intensified drug testing protocol will be introduced to identify individuals involved in drug-related activities.

Additional measures will be enacted as deemed necessary to ensure the safety and well-being of all individuals under TDCJ's care.

Due to the concentration of staff efforts on these search initiatives, visitation will be suspended until further notice. However, inmates will continue to have access to the phone system and tablets.

TDCJ Inspector General Cris Love underscored the agency's unwavering commitment to safety, stating, "The safety of inmates, staff, and the public is our highest priority. Illegal drugs within our facilities will not be tolerated. Individuals found smuggling contraband will be arrested and subject to prosecution."

Normal operations will resume once the comprehensive searches are concluded.
